It’s an anti-surveillance camera cap

Justice Caps are handbuilt in the Czech Republic. It was designed to blind NSA video surveillance, turning the multi-billion dollar face recognition system, TrapWire into a piece of junk. It can take about two to three weeks for your order to be assembled by hand. Justice Caps are shipped from the Czech Republic, Europe, in intervals of two weeks, depending on the volume of your order. The company will advise you when your order has shipped and will give you a tracking number.

Are there any environment-related limitations that I should know of?

These anti-camera hats are only effective in low light settings hence, “from dusk till dawn”. This is due to the nature of the infrared LED lights that can be overpowered by other bright light sources.
